"refusing" the draft is illegal and leaving the country is considered desertion, both punishable by severe jail time.
Do some research on the Draft, and you will find all of the "possibilities" you can think of and why they don't work. Unless you want to go to jail.
There are certain things that get you out of service, but just "not wanting to go" does not qualify.
