Alright, fair enough. They are trained after all. Are there any material available that is open to the public that can give us an indication as to what they are trained on? Specifically in terms of how they decide what is a common light as opposed to something anomalous in terms of behavior and visual aspect?

Or are these determinations made on a personal level?

Depends on who the observer is.
If you're on the ground on your own or with company or if you're flying and you are a pilot.

My question was specifically aimed at the perceptional abilities of pilots...
