I was the practice target from an ultra low acoustic weapon sent from a submarine. The first few zaps entered my chest cavity. Boom! Boom! Believe me you can't imagine what that felt like
I didn't collapse but only because I refused to so they went for my head. Picture a tiny person inside your skull with a big bass drum pounding it with every ounce of strength. I didn't think I would servive and I would not have if they didn't turn it off after a few hits.
So it's all real. This happened in 2017, it will be more refined now.

That was 29 years ago, so to think they haven't made improvements re-sized the hardware and made it more user friendly, is to moo a lot and sleep standing up.

The Hutchinson effect comes to mind, also the Philadelphia experiment.

The Hutchinson effect was interesting but the fact that there have been numerous attempts to replicate Hutchison's experiments, which have generally failed to produce the same results, don't bode well credibility-wise.

Scientists concluded that his claims were the result of misinterpretations, hoaxes, or experimental errors.

Now where the Philadelphia experiment is concerned my understanding is that's an urban legend that is widely debunked and is not supported by credible evidence.

The accounts of Carl M. Allen and Alfred Bielek, who as you know claimed to be witnesses or participants, in the alleged experiment stories have been discredited, and many aspects of their claims simply inconsistent with known principles of physics.

I loved both of the sci-fi B movies all the same from the late 80s and early 90s.

I seem to recall hearing something about special forces using hand-held weapons that emit certain light patterns and ultrasonic sounds which can render people targeted sick as a dog in a similar manner to the likes of the sick sticks we see in the movie Minority Report.

The device I think you're talking about is called the "5P-42 Filin". This is a Russian made device.
