To see this in the proper context, New York City is the top destination of many immigrants from many different countries, so it's no wonder they are inundated and why aren't they prepared what with the immigration statistics and analyses easy to find? Look to the city's leadership for lack of action and leadership. Even if Biden gave NYC a sort of emergency fund would they still be able to 'fix' it? How many out-of-state Americans are moving to NYC in addition to migration? It's not black and white.
