The drugs are not used to treat the brain disorder, they are prescribed to stop puberty to help alleviate presumed psychological effects of said puberty.
If a test is conducted to affirm precocious puberty and the treatment is recommended by a physician then under this law they can be used, as long it is not for the intent of surgery, or for incarcerated individuals who utilize public funding.
