EPO [ emergency protection order ] are pretty easy to get in the U.S but when it all comes down to it, it's just a piece of paper and some will just ignore in their obsession to get back at their ex.
Even if you have one, you have to call the police and they will be arrested, but they can do a lot of damage before the cops get there.

Imagine how scared, fed up, annoyed, hurt or whatever you have to be to do it in this manner. I guess this was the only option left in that guy's mind, to get rid of the problem in the way he did.

It's a Simple as this. Did the man who killed the other man think it was justified. If he did then technically it was a killing not a murder. So sitting next to a killer is not the same. A very nice example for everybody:- was your father ever in WW2, Korean war. Vietnam etc. he may have killed multiple men yet he came home and raised you as a loving father. But he was still a killer. The difference, in war it's justified, just like the first man if it was justified.
