The investigations existed nearly a year before Trump announced his candidacy. The search warrant was executed nearly six months beforehand. A grand jury had been empaneled before he announced.

Trump knew he was going to be indicted long before he announced his presidency. There's a reason Trump's announcement was the earliest in history.

Biden has no say over which Presidential candidates get Secret Service protection. It's a panel of the head of DHS and the leaders of Congress.

Technically the investigations never ended from his candidacy in 2015 and I am sure he vowed to run again after the Dems stole 2020.
