So, the restaurant got no sales, staff got no tips, for hosting Trump and his team for 10 minutes. I bet that cost the owner a pretty penny! I wonder if he can claim the loss as a campaign donation.

The implication is that you will pay.
And that was not "someone else" that was Trump, plain as day for everyone to hear who then did the off without paying for food for anyone.

Trump seems to say rather a lot of things he has no intention of following through on.
As to what was expected, well to my mind that would have been Donald Trump paying for the food for everyone.
Now where the restaurant's reputation being tarnished is concerned due to Trump telling porkies, and then existing stage left, i don't necessarily disagree, as it's not predominantly their fault that Trump can't help but lie.

Actually Andy, I've been mulling over the entire situation from start to finish and I am positive someone else said food for everyone. The voice seemed to come from off camera to the right.

Might want to look again quintessentone as you can clearly see his lips moving and the words utter forth from his puss.
There is no real doubt about the context far as i can establish or the fact that Trump left without paying for food for anyone.
As to strange behavior well is that not Trump's bag in spades?
