I believe they are using a RTL-SDR receiver that cost about $30 and can be bought from RTL-SDR.COM.
I have one i use for tracking and recovering Radiosonde weather balloons using one of my laptop computers.

I have went to the 1.6 Ghz range and do to living just outside a Navy research base i get a lot of interesting signals in that range.

You mentioned that there might be something in the area boosting the signal. I said it is possible as they have found large metal object buried under the mesa. I just mentioned my story that when I was a kid my neighbor would throw his change out on the ground at the base of his large C band satellite dish. To increase the the signal or clean up the signal?? I am not sure why he did it. He was a ham radio/satellite dish signal geek.

I don't understand why they have not tried to triangulate the source of the signal. They have a helicopter at their disposal too. Maybe monitor the signal in promiscuous mode and capture data. The strength of the signal seems to be a directional beam. A dish can talk to another dish for miles and miles in line of sight and they are generally out there in middle of nowhere with military bases near by and just rolling hills. Don't want to do anything to get into trouble considered hacking the military signals, but if they had a overpowered signals blasting through my property disrupting my livelihood, then they should be looked into. Maybe report it to the FCC and see if it is a legit signal and not some guy just illegally blasting overpowered signals out there.
