I suppose there's probably a way a hacker could stop me from logging on without being affiliated with ATS. However, the connection with the planned site maintenance suggests it may be connected with ATS.

I am no technical expert BUT I will tell you that I still use a browser that will not let me log into ATS and leads to the same errors.
I understood it has something to do with resetting your browser cache completely... (something I can't do for other reasons) but using a different browser circumvents all that grief.
Just an idea for you to try, if your inclined.
In Summary
Clearing Chrome’s cache and cookies is one way to fix website formatting or loading issues on your computer.
However, this approach ends up deleting the data for all websites you’ve visited on Chrome in the past. And thus, requires you to log in to every website again, and in some cases, causes you to experience slowed page loading speeds.
A better approach instead is to clear cache and cookies for that particular site that’s exhibiting formatting or loading issues.

Yeah, that happened to me and I was off for a few days. I got a little worried and posted a question about it from another location/phone.
Clear cookies and cache. Hope you remember your passwords to all your other sites lol. But, it worked great. No conspiracy here, just computer junk issues.

Who Owns Opera?
You might be considering using Opera Reborn 3 to avoid your data being intercepted by the NSA or scooped up by your network carrier as part of the Prism Program.

I used to use it prior to 2016, before it got sold to the Chinese. Its claim to be the fastest browser of its time was due to it using it's own proxy servers, so pages weren't loading directly from the source, but from Opera's server cache... at least that's how I understood it to work.
The browser has evolved and claims to be very secure, with built in VPN and Crypto Wallet. However, I don't trust it.
