I have to agree that it is not probably worth your time to report this. What would really happen? She'll deny it and you'll have a mail lady who might lose important mail from time to time. If it was a gold necklace or something expensive I would say maybe pursue it because of the value, but seeds, nah not worth the possible outcome.
