It attempted landing at Springfield Airport, but as it touched ground, it accelerated and sped off!

Looks like it originally left from the St Louis area, could have been at BOEING for maintenance or something.

EDIT: As many "touch and goes" as it's doing, I would assume training as well

That type of aircraft is commonly used as executive transport. It looks like that tail number is normally based in Europe:

Probably repairs or testing but to do it over relatively populated city and civilian airport?

Just because it's a C-40 doesn't mean anyone is on it other than the crew. AVLON is one of the training callsigns used when they're doing training flights. This particular aircraft belongs to the 932nd Airlift Wing based at Scott AFB, IL just outside St Louis.

isn't Springfield still the capital of Illinois, Id thought the airport would have had regular traffic.

It’s too small to get a lot of flights in and out most days. There’s far more demand for Chicago, since it’s one of the busiest airports in the world. Their third, and shortest runway was closed. Their remaining runways are only 8,000 and 7,400 feet long. A 737 requires 6800 (landing wet) and 9800 feet (MTOW) for operations.
