The truth is somewhere in the middle of that story.
I am not so sure that it was deliberate, but I am pretty sure it was negligence.
Ventilators were being sold as the great savior and they would make the difference between life and death. That ended up being a serious and expensive mistake.
They were sticking everyone that walked in the door on ventilators. Providing care for a patient on a ventilator takes a specially skilled and trained doctor, nurse, and or respiratory therapist.
Most people know very little about their bodies, and how they function. The average person does not realize that a person can die from too much oxygen.

They did not have enough doctors or nurse that were trained or skilled in caring for a patient on a ventilator, that is why so many of them died.
Personally, I would not want to be in a situation where if I did nothing, my patient was sure to die, or I could try to do something that "might" kill them if I got it wrong.
Damned if you do and damned if you don't.

My friend I spoke of said the same, or very similar to you. She said it was like every doctor she was working with had forgotten everything they'd ever learned about how to treat sick people, and just did whatever the authorities told them to, even if it meant sentencing people to an unceremonious, terrifying, and lonely death.
