This one was at 40, 000 feet and posed a threat to aviation craft the other Chinese balloon was at 60K+ feet and didn't pose the same threat according to the Pentagon PC

That is correct. Heretofore they were programmed to NOT SEE balloons and were looking for aircraft, icbms, etc. So they tweaked the program to see balloons and voila: they see more of them.

So. Size of a "small car" tracked since yesterday (Thursday) evening, unmanned, capable of loitering (maybe?), but not a "balloon" (at least, not officially identified as a balloon).
