Plot twist:

The fences are really mind control and crowd control devices. They saw a need to implement one or two of both options and tried to figure out how. And they found a way and only test it at the speech because there, they can manipulate a compliance signal onto the speakers that works together in tandem with the mind control fences.

I am surprised nobody pointed it out yet, since it's pretty obvious.
