I think MythBusters covered frozen bullets. They ether blew out of the barrel as water vaper or were not capable of penetrating skin at a couple of feet.
Even with liquid nitrogen temperatures, they could not get frozen water bullets to work.
How do you keep the poison ammo from melting and 100m no way it would be accurate undetectable and still work at 100m

The more pertinent question is what are you doing that makes you think the CIA is gonna need to dart you... it's not like this is achievable by a regular two-bit hood.
