The example you have given about the dog doesn't show what you have implied. It shows that different people care about different matters.

You are forgetting the petition about Andrew Bridgen started only a few days ago and it's already over 24,000 signatures. The other one has been there for several months. It will overtake the signatures probably in a week or so. But that doesn't change the fact that people care about a range of matters.

Not to forget the basics that you seem to forget.
In the UK if you want to start a petition via the official route

After 10,000 signatures, petitions get a response from the government.

After 100,000 signatures, petitions are considered for debate in Parliament.
