Im glad my point was made as I actually worry about such things.

Hypocrisy, double standards like values and morals are terms that a large portion of the population have removed from their lexicon.

No need to worry. Your point was clear. I am well aware that there is a rather substantial core of 'believers' in the camp of "anything that is said from the mouth of my favorite politician."

My knee jerk was over the idea that fertility rates dropping was a non-issue talking to the liberal-left crowd... they are deeply vested in believing the 'overpopulation prophecies' foisted upon them. Now, to hear Schumer reaching into this topic for political reasons makes me see the tragi-comedy that is 21st century American politics. I lost it for a moment.

What I mean to say is, has there ever been an immigration bill passed because a population was in a decline?

I can't find anything on a mass immigration to control a population number of any sort!

So I guess if there hasn't been such a bill...then this would be the first ever?

The only reason there is a alleged Population Decline its because on the politicians, both parties. Which are trying to make it harder for normal families to expand.

Instated of pushing polices to promote more families they arent doing those little things that could help. Let alone on the economy.
