Why would a monument be erected that states... maintain humanity at 500 million?

Whatever the new world order is, in just the last few years I have seen dramatic and unsettling changes -
Huge masses of incoming people, no one has to speak English, no one has to have legal status, no one has to work, in fact none of them have to do anything or abide by any of our laws. Everyone seems to have some type of 'victim' status, or some variation of a 'learning disability' of some sort, anything to have government assistance for life.
The 'new world order' in my area is very troubling - non-citizens are getting housing here, then complain about Americans in the same complex, next thing you know the Americans are being evicted and the new residents get their 'friends' into that housing.
We are watching more and more of this here, it is a topsy-turvy reality, and because my husband and I are American Citizens, it is as though we don't belong.
