In the Godzilla franchise by Toho, the Japan Self-Defense Forces (JSDF) and other military organisations often utilise masers in the form of directed-energy weapons mounted on tanks, stationary weapon emplacements and aircraft in an effort to combat rampaging kaiju. Numerous iterations of Mechagodzilla also use masers as part of their arsenals.

Perhaps ERASER would be better, Electromagnetic Radiation Amplification by Stimulated Emission of Radiation.
In any case, HAARP ain't that. It's a phased array RF transmitter.
