With what I can get so far, it seems like conflation between a vaccine patent and a military type patent.

Moving on from page 21, this is surely the most tedious patent I've ever seen (I've seen oodles of them).

You gotta be a geneticist to even get anything from that 249 page patent.

But with a fair bit of background on things that could help me get some idea here, it seems they're using nano-lipids as a transport 'serum'. Instead of water or something. Biodelivery methodology. For whatever they might ever get up to over there. Skillset, tricks of the trade. Feather in the cap for those sorts.

Now, note that 'self assembling' is a core ideal in producing any nano product. Just having nano particles, that dont actually stick together, like atoms do, well then you just got a bunch of grey goo lol.

All of that said, sure, they got the method that should 'they' have say neuroinvasive nanobots, smart nano if you will, sure then they could surely put them right in there. And itd work real good! But the same bots, couldnt they just put them into the water supply?

So then, it seems, they skip to military patents, or projects Im not sure, but Im sure 'the military' definitely has such project by now. But if they dont got the bots yet then they just cant be in the shots.

Yet they've definitely done their practice run on mass scale implementation of such a video nasty.

Wait till the wonderful aspects of Graphene catch up to modern times. Nano particles, tsk, tsk. lol
We are all test subjects. They want us all wired to some degree. It's really the only control mechanism they got left in their bag of ill will tricks. last Sebastian type stuff indeed.
