This is a USDA program which offers funding and garden education (if wanted) to small local community gardens. I think this is a good thing!
If small community or school gardens want funding from the USDA they can register with the program.

(I'm as suspicious as they get regarding government surveillance, but this does not seem very nefarious to me.)
