I haven't tried this yet so I was wondering if this is possible.

1. I have my computer hooked up with cable internet.
2. I have an Android phone ( new model )
3. Can I plug my phone using a usb cable into the computer to get internet for free usage ? If so then I guess I won't be using up my GB using the phone which I have 15 GB to use per month.

Is is possible?

You should be able to look in the settings and enable wi-fi from your computer and then log in to the wi-fi on your phone.

What is your computer and operating system? Mine is a Surface Studio with Windows 11 and has the feature.

I have cable internet. too. I bought a wifi router and connected to the cable internet box.

On computer, go to: Control Panel-Network and Internet-Network and Sharing Center, then choose Set up New Connection

I don't have WiFi , just that the computer is hooked up to a cable outlet here with all the other tenants in the apt. complex.
There is no modem that I am using. Just says " CAP5E/P on the hookup on the wall. That's all I know.
But my phone says no wifi hookup.

I have windows 10 Lenovo Idea ( something ) American model I bought off Amazon. Has the English keyboard but I can use Japanese on it too.

Im using Windows 7 here, so not sure about 10, but I'd think would still work

Try getting a router that has it's own WiFi.
Plug in your cable to the router and see if your phone "sees" the WiFi.

How much is a router?

Is it like a Buffullo router?

They do give out a wifi modem. I told them I wanted a non wifi one from them so that I could use my own wifi router.
