Disney villains most comparable to Adolf Hitler

While reading about the movie Hunchback of Notre Dame, I noticed that the villain of this movie Claude Frollo, hates all Gypsies in France, including Esmeralda. Therefore, Claude Frollo's anti-Gypsy stance led me to consider Frollo the one Disney villain most comparable to Adolf Hitler because Hitler, like Frollo, hated Gypsies. Also of note is the fact that the villain of the Disney films about Pocahontas, Governor Ratcliffe, seeks to exterminate the Powhatan tribe and spew vile anti-racist language at the Powhatans, calling them "filthy little heathens", "bloodthirsty savages", "savage vermin", and "hellish red-skinned people". In your opinion, is Claude Frollo more comparable to Hitler than Ratcliffe in terms of racism?
