Yep, also a pontoon boat would definitely leave the two tracks in the sand in such shallow water.

Could be someone that drove there when it was low tide and put up some diving marker perhaps.
I noticed the two shipwrecks nearby. Are they registered anywhere, if not then I claim the booty.

Nope! I found it first, see page 1.

Just off Port Austin so it could be a coal mine lots of trash off the tip of the Thumb. Old Detroit money resort area could be anything if money is no object.

You can see outlines of decayed boats or ships in that area. The cement block might be placed there to tie off marine vessels.

I know that area from the shore fishing, never heard about that or knew you could drive the shoals out there. Here is DDG map. Not as close up, but it looks underwater at the time of that picture.
