I would like to welcome you to the opening of the Army-2022 International Military-Technical Forum and the International Army Games.
We are happy to receive in Russia, at the now traditional venue of the Patriot Park, the heads and delegations of defence departments, defence industry representatives and military experts from many countries.
In the years of its existence, the forum has convincingly proved its relevance and firmly taken its place as one of the largest global exhibitions of military goods.
Our people are proud of their Army and Navy, the professionalism and courage of their defenders. At all times, they have reliably protected the sovereignty and security of our Homeland and brought freedom to other nations.
Today, our warriors are honourably performing their duty together with Donbass fighters in the course of the special military operation. They are fighting for Russia and peaceful life in the Donetsk and Lugansk people’s republics. They are performing all the tasks that have been set with precision, gradually liberating the land of Donbass.
I would certainly like to once again thank the Russian weaponry makers for equipping our Army and Navy with modern weapons that are now working for our victory and the technological and industrial advance of our entire country, the whole of Russia.
At this year’s forum, about 1,500 domestic defence industry enterprises will present over 28,000 modern samples of military and dual-use products. The application and potential of Russian weapons and technology will be demonstrated here, in the Moscow suburbs, at the Kubinka and Alabino venues, as well as at the proving grounds of all military districts and the Northern Fleet.
I would like to emphasise that Russia stands for the broadest, comprehensive development of military-technical cooperation. This is particularly important today in the context of the emerging multipolar world.
We highly value the existence of many allies, partners and likeminded people on different continents. These are states that do not bow to the so-called hegemon. Their leaders are displaying a genuine masculine character and do not bow. They are choosing a sovereign, independent road of development. They want to resolve all global and regional security issues collectively on the basis of international law, mutual responsibility and consideration of each other’s interests, thereby contributing to the defence of the multipolar world.
Russia sincerely appreciates historically firm, friendly and truly trustworthy relations with Latin American, Asian and African states. We are ready to offer our allies and partners cutting-edge weapons – from small arms to armoured vehicles and artillery, combat aviation and drones.
Military professionals throughout the world value these weapons for their reliability, quality, and, most importantly, their high efficiency. Practically all of them have been used in actual combat more than once.
The forum gives foreign military experts a good opportunity to learn about the development in the Russian defence industry of such areas as the use of artificial intelligence, modern information and radio-electronic technology and the implementation of the latest achievements by our world-renowned design bureaux and schools.
Future-oriented advanced models and systems that will shape “tomorrow” of our Armed Forces are of special interest. We are talking about high-precision weapons and robotics, combat systems based on new physical principles. Many of them are years, perhaps even decades ahead of their foreign counterparts, and significantly superior in terms of tactical and technical characteristics. Displays at Patriot Park, presentations at military training grounds, demonstrations of developments at ERA Technopolis convincingly prove this.
Let me add that Russian companies showcase their achievements in innovative civilian products and technology at special stands demonstrating defence industry diversification. They too deserve close attention.
We intend to actively develop cooperation ties to create new models of weapons and equipment and work together on fair, equal terms. Russia has rich experience in successful technological cooperation like this, primarily within the CSTO and the Shanghai Cooperation Organisation.
We see great potential in training foreign military personnel, running career development courses for them. Thousands of military professionals from around the world are proud that Russian military universities and academies became their alma mater. We will continue to work actively in this important area.
As before, we invite our allies and partners to take part in joint command and staff and other types of exercises. Such training, the development of complex training and combat missions, is important for improving military skills and the quality of military command and control, as well as for tactics and the coherence of units and formations.
I believe that by developing broad military-technical cooperation and joining our efforts and potential, we will be able to ensure reliable security and stability for our countries and the world as a whole.

The International Anti-Fascist Congress held as part of the forum is of great social and political importance. The lessons of the terrible tragedy to which Nazism led mankind in the 20th century must not be forgotten. Our duty to the memory of the millions of victims of the Second World War is to respond harshly to any attempts to falsify history, to counteract the spread of any form of neo-Nazism, Russophobia and racism.

The first stage of the international competition "Masters of Artillery Fire" has started in Kazakhstan
Practical actions are taking place at the Matybulak training ground. Crews of 120-mm mortar systems 2S12B compete in the "Individual Race".
During the stage, servicemen compete in the accuracy of shooting from a 2B11 mortar, PKT machine gun, RPG-7V grenade launchers, AK-74 assault rifles and work out the standards for target detection and fire adjustment.
The Baltic Fleet hosted the first stage of the international competition "Seaborne Assault-2022" Army Games-2022. The first stage of the competition was held to determine the winner among the Marine Corps. According to the terms of the competition, the servicemen of the teams in the squads in full uniform with standard weapons overcame a specialized strip 1200 meters long, on which 20 obstacles were installed.
In Korla, at the training ground of the training center of the Ground Forces of the People's Liberation Army of China, as part of preparations for the international stage of the Safe Route competition of Army Games-2022, military engineers from Russia, Venezuela and China began practical training on training tracks.

This conference comes at a time of radical change in global and regional security. The unconditional dominance of the US and its allies is a thing of the past. On February 24, 2022, the start of the special military operation in Ukraine marked the end of the unipolar world.
Multipolarity has become a reality. The poles of this world are clearly defined. The main difference between them is that some respect the interests of sovereign states and take into account the cultural and historical particularities of countries and peoples, while others disregard them. There have been numerous discussions on this topic during previous sessions of the Moscow conference.
In Europe, the security situation is worse than at the peak of the Cold War. The alliance's military activities have become as aggressive and anti-Russian as possible. Significant US forces have been redeployed to the continent, and the number of coalition troops in Eastern and Central Europe has increased manifold.
It is important to note that the deployment of additional NATO Joint Force formations on the bloc's "eastern flank" had already started before the start of the special military operation in Ukraine.
NATO has dropped its masks. The aggressive nature of the bloc was no longer concealed by the wording of the coalition's purely defensive orientation. Today, the alliance's strategic planning documents enshrine claims to global dominance. Alliance's interests include Africa, the Middle East and the Pacific Rim.
In the West's view, the established system of international relations should be replaced by a so-called rules-based world order. The logic here is simple and ultimate. Either the alliance's "democratic partner" candidate loses sovereignty and becomes supposedly on the "right side of history". Or it is relegated to the category of so-called authoritarian regimes, against which all kinds of measures, up to and including coercive pressure, can be used.

The special military operation has dispelled the myth of "super-weapons" supplied to Ukraine by the West, which are capable of fundamentally changing the situation on the front. Initially, they were talking about deliveries of Javelin anti-tank systems, some kind of "unique" drones. Lately, the Westerners have been promoting the role of super-weapons with HIMARS multiple launch rocket systems and long-range howitzers. However, these weapons also grind to a halt in battle. They did not make a significant impact. The Russian weapons, for their part, have proved their best qualities in combat.
We are taking a close look at trophy weapons from the West. The features and their specific qualities are taken into account in order to improve the way combat operations are conducted and the effectiveness of Russian armaments.

From a military point of view, there is no need to use nuclear weapons in Ukraine to achieve its goals. The main purpose of Russian nuclear weapons is to deter a nuclear attack. The situation in the world is changing dynamically and the outlines of a multipolar world order are taking shape. An increasing number of countries and peoples are choosing a path of free and sovereign development based on their own distinct identity, traditions and values.
These objective processes are being opposed by the Western globalist elites, who provoke chaos, fanning long-standing and new conflicts and pursuing the so-called containment policy, which in fact amounts to the subversion of any alternative, sovereign development options. Thus, they are doing all they can to keep hold onto the hegemony and power that are slipping from their hands; they are attempting to retain countries and peoples in the grip of what is essentially a neocolonial order. Their hegemony means stagnation for the rest of the world and for the entire civilisation; it means obscurantism, cancellation of culture, and neoliberal totalitarianism.
They are using all expedients. The United States and its vassals grossly interfere in the internal affairs of sovereign states by staging provocations, organising coups, or inciting civil wars. By threats, blackmail, and pressure, they are trying to force independent states to submit to their will and follow rules that are alien to them. This is being done with just one aim in view, which is to preserve their domination, the centuries-old model that enables them to sponge on everything in the world. But a model of this sort can only be retained by force.
This is why the collective West – the so-called collective West – is deliberately undermining the European security system and knocking together ever new military alliances. NATO is crawling east and building up its military infrastructure. Among other things, it is deploying missile defence systems and enhancing the strike capabilities of its offensive forces. This is hypocritically attributed to the need to strengthen security in Europe, but in fact quite the opposite is taking place. Moreover, the proposals on mutual security measures, which Russia put forward last December, were once again disregarded.
They need conflicts to retain their hegemony. It is for this reason that they have destined the Ukrainian people to being used as cannon fodder. They have implemented the anti-Russia project and connived at the dissemination of the neo-Nazi ideology. They looked the other way when residents of Donbass were killed in their thousands and continued to pour weapons, including heavy weapons, for use by the Kiev regime, something that they persist in doing now.
Under these circumstances, we have taken the decision to conduct a special military operation in Ukraine, a decision which is in full conformity with the Charter of the United Nations. It has been clearly spelled out that the aims of this operation are to ensure the security of Russia and its citizens and protect the residents of Donbass from genocide.
The situation in Ukraine shows that the United States is attempting to draw out this conflict. It acts in the same way elsewhere, fomenting the conflict potential in Asia, Africa, and Latin America. As is common knowledge, the US has recently made another deliberate attempt to fuel the flames and stir up trouble in the Asia-Pacific. The US escapade towards Taiwan is not just a voyage by an irresponsible politician, but part of the purpose-oriented and deliberate US strategy designed to destabilise the situation and sow chaos in the region and the world. It is a brazen demonstration of disrespect for other countries and their own international commitments. We regard this as a thoroughly planned provocation.
It is clear that by taking these actions the Western globalist elites are attempting, among other things, to divert the attention of their own citizens from pressing socioeconomic problems, such as plummeting living standards, unemployment, poverty, and de-industrialisation. They want to shift the blame for their own failures to other countries, namely Russia and China, which are defending their point of view and designing a sovereign development policy without submitting to the diktat of the supranational elites.
We also see that the collective West is striving to expand its bloc-based system to the Asia-Pacific region, like it did with NATO in Europe. To this end, they are creating aggressive military-political unions such as AUKUS and others.

Among the trophies are armored vehicles of Ukrainian and Western production and a lot of small arms from all over the world.
The first stage of the Equestrian Marathon competition as part of the International Army Games has ended at the Tavan Tolgoi training center in the central part of Mongolia. Military personnel of the national teams of Zimbabwe and Mongolia completed a 130-kilometer march on horseback over rough terrain in two days. At the finish line, cavalrymen from Africa staged a real celebration with songs and dances. During the journey, the cavalrymen successfully overcame several water obstacles, completed the tasks of making passages in minefields, replacing horses, cooking, organizing accommodation for the night, as well as transporting ammunition and evacuating the "wounded". In order to preserve the health of the horses during the journey, the contestants observed a certain speed limit, and also made periodic rest stops.
In the waters of the Gulf of Oman, teams of divers from Russia, Iran, China, Syria, Venezuela and India completed the second day of competition as part of the international stage of the All-Around Diving Competition "Depth".
As part of the program of the Army Forum, demonstrations of modern and advanced export-oriented weapons and equipment will be held at the Alabino shooting range for delegations of foreign states and specialists. Dynamic display of weapons, military and special equipment of tank and motorized rifle troops, airborne troops, air defense troops, missile troops and artillery, flame weapons of NBC defense troops, engineering troops, military automotive equipment.
The second stage of the competition "Seaborne Assault-2022" of the Army Games-2022 was held in the Kaliningrad region. Under the terms of the competition, the military personnel of the teams of Russia, the Islamic Republic of Iran, the Bolivarian Republic of Venezuela, the Republic of Tajikistan, South Ossetia and the Republic of Guinea, as part of marine platoons in full uniform with standard weapons, overcame a 2.5-kilometer track equipped with more than 15 obstacles. A feature of the passage of the route was the presence of a firing line, where the participants performed shooting at targets from small arms and grenade launchers. In addition, the teams overcame the contaminated areas in personal protective equipment, and also met the standards for military medical training on the very last stretch of the route.
During the competition at the Matybulak training ground, the crews of 2S12B mortar systems at night demonstrated driving an armored transporter-tractor MT-LB along an obstacle course, hit targets with a 2B11 mortar, an RPG-7V grenade launcher and an AK-74 assault rifle equipped with PGO-7V and 1PN93 night sights.
On the territory of the Spassk training ground in Kazakhstan, the participants of the "Tactical Shooter" competition of the Army Games-2022 completed the second stage by completing the "Ambush Fighting" exercise.
