Yes.. a reflection of a Ceiling light fixture (you can see the rows of Florescent tubes) reflecting off the window. Any material flying around may be storm/wind debris helping to sell 'the illusion'.

Just for the record, here's a great researchers primer for helping debunk these 'IFO's' (identified Flying Objects). Now if you can eliminate all of the below from being possible.. then you really have a 'mystery' worth looking into.

Yeah yeah yeah 1000% Seen exactly the same slab of white light myself accompanied by ufo orbs. Think there was one too over a Kibbutz in northern Israel a few years ago

If it wasn't for the reflection nobody would make anything of the orbs being anything other than garbage being thrown around by winds.

I honestly didn't get past the first 10 seconds of the video. If someone is claiming that reflection is a UFO the rest of the video probably isn't worth watching.

ETA: Skipped to the bit about Rochester. Crappy camera work and the narration saying the thing seemed to change shape because of the streaking caused by the movement of the camera confirmed that it wasn't worth watching.

If you zoom into a bright, scintillating (twinkling) star with a video camera, it can appear as color-changing and shape-changing orb. Add a shaky and moving camera, and the object appears to move and shoot around.

Apart from the obvious ceiling light reflection at the beginning, the other objects shown in the video were so vague that they could have been many things, including mundane things. The object at the 4:55 mark looks like it could be a close up of a bug in mid-flight.
