Read up on the "Friday the 13th bug" and "Y2K38".
Wiki has a good bit on Y2K38

So by your inquisitivness, I have also learned why many fear the negative leap second.

Ice weighs less than water so it shouldn't be that.

Ocean tides ebb and flow so they might cancel each action out.

Moons gravitational pull. It is always changing and could have some effect maybe. But the earth has more effect on the moon than the moon has on the earth. Here's an interesting article on points 3 and 4 of your post as well as a YT video

It's not the same thing, that's a known limitation of the system that has been known since the start.

Being a programmer, I think it's much more likely that they tested it since they had to test for the first leap second than when the first least second was used.

we see ice-skaters spinning all the time--- they spin faster as they tuck their arms closer to body

so, applying that principal to the Earth --- Earth would spin faster when the heavier 'core' material is somehow compressed to the center instead of evenly distributed in more spherical area..... more like this () instead of this ( )

? something associated with pole-shift dynamics being unique physics ?

I actually read an article on this, while researching the OP.
I will see if I can find it.
ETA:
I found the article, I found this bit to be very interesting, concerning the Chandler Wobble,

“The amplitude of the Chandler wobble is variable, in average 3-4 meters over a period of 433 days,” said Zotov. “In 2017-2020 it’s amplitude was less then 30cm, which happened once before around 1928.”


That's a BIG decrease. 3-4 meters down to 30cm!

Here is the part you were talking about:

“They moves because the Earth is not a dead planet,” said Zotov. Although the position of the celestial pole gradually changes over 26,000 years because of precession, the motion of the poles across the planet’s surface are something shorter-term. “Polar motion is caused by geophysical processes in the Earth systems, in particular currents in the ocean, winds in the atmosphere, internal processes inside the Earth,” said Zotov.

Scientists believe that something is happening inside the Earth to the core and mantle. “We are not sure because Earth is a very complex system, but I believe it’s causing the Chandler wobble to decay and the length of day to decrease synchronously.”

If this trend continues they may have to add the first ever, negative leap second.

That could cause havoc for current technology ... smartphones, computers, and other communications systems may be render useless ... Remember the "Y2K" scare?
