Here are some vague things I remember

This thread was about a book
A book about aliens
I think it was a military book
It was a manual of sorts
I think it was a old book early 1920s maybe
It was on this site within the last year
It had the picture of the book in the thread

I did look in the alien forum and used the search
Can someone please help me out

There are 2 I am aware of, I saw "The Blue Planet Project" book in the mid 90s and wish i had a way to copy it at the time, EDIT: Found a cobbled together version of it in the link below. Also there is a supposed KGB file too a reply to: Dyax-

I remember a military book written in old Russian or Prussian. The "aliens" were more esoteric than real.

ETA - Actually, the above Russian manuals tick most of the boxes of what the OP is looking for, except the 1920 reference... the manuals are much older.
