I would say it puts them on the 'deceived & deluded' side. Not evil, because clearly they love their children & think they're acting in the right, even though we who are better informed know that they are wrong.
Recall - God doesn't look at the exterior circumstances, He looks at the heart. So these people injecting their children would be judged lightly, if at all, because they believe they are doing the right thing.
Acting in accord with one's conscience, according to genuinely held beliefs, if it is not apparent to them that they are wrong, because they have been deluded by propaganda - perhaps we could only say that they should have done due diligece, researching more fully rather than just believing what the government told them. Not evil - deluded, stupid, failed parents in some respects.

Seems the word of God is beholden to the effectiveness of it's publisher.
Not that i disagree with everything you say, i think Christianity has some useful metaphors buried within biblical scripture.

Up until the 20th century on a small fraction of the world's population was literate. Does that mean for over 1000 years 90% of the worlds people are condemned for not having access to the word of God?
Seems to me an all powerful being would be a bit more forthcoming with his rules.
