Graphene is just too expensive and too difficult to manufacture right now. To make it in the quantities required would need a truly gargantuan factory and trillions if dollars and that's just for the US.
You might as well suggest they use pure gold or diamonds. It would be cheaper.
Plus, Graphene can't be controlled once in the body it would either gather in the liver or kidneys and most would be flushed out as waste.
