Using barriers to hide construction is a pretty common practice. It works two ways as well, not only hiding the work but keeping anything in that could go flying out on accident (tools, sparks, other debris).

More vandalism of our property for their goofy “security”
Modern Presidents and government are cowards. When I was a kid you walk in the front door on a whim. Pull under the portico in a storm. Explore the grounds, No big deal
Disgusting how much of our money they spend to keep THEMSELVES safe. Cowards all
And it still won’t protect anybody

Also, what is the strategic importance of only barricading the fountain, something publicly acknowledged to be under refurbishment, instead of the entire White House?

Wait till landmines are put in place and they have UN Troops station there. There is a lot of dislike in military of all leadership in D.C. No trust and loyalty towards the troops for the most part.
Communist Chinese Troops. I'm hearing that the UN wants nothing to do with Biden nor Washington anymore. They'll probably be trucked in from Mexico and Canada and our military will be ordered to stand down from blocking them by the commander in chief. I hope that's not the case. Either way, I'm keeping my weapons cleaned and well oiled...
