Apologies, this article may be behind a paywall for some.
That is a lot of tax payer money to hand out. Why not invest it internally. I can think of dozens have areas this kind of money could be better spent. I feel bad for those people separated at the border, but I am not sure if dolling out this much money will really be a benefit.

Lightfoot is using roughly $32 million from temporary federal COVID-19 relief grants to fund a test of universal basic income in the new budget. The plan will give $500 a month to 5,000 low-income families for a year, but there is no plan for funding after the federal money runs out in 2024.

It often seems like Biden's #1 objective throughout his entire time in office is to buy enough votes to keep him in there for a 2nd term. He still has about 37 more months. That's a lot of time to buy a lot of votes. I wonder if it will be enough.....
If somehow he does manage to pull it off, you know his 2nd term is gonna look nothing like his first, since buying more votes will no longer be a priority.
