Are the modern rules for war different than they were 80 years ago? If authorities are forcing individuals to accept being injected with drugs that can kill, that's a declared war, is it not?

No one is being forced. You may have to choose between your current occupation or your personal liberty. There are several industries I know of personally that don't require vaccination to earn a living. The vast majority of society continues to conduct their daily business without being accosted by law enforcement to present their documentation, or being rounded up into vehicles for transportation to camps, or being executed in the streets, or being bombarded with propaganda about reporting your unvaccinated neighbors to the military for immediate arrest. Those are the general conditions that come to mind when I ask myself what's a reasonable basis for war.
