It's a method used for identifying the leaker. The Trump administration did this successfully on a few occasions. The document with a little FAKE info was given to a suspect. It showed up in the NYTimes. The suspect had proved his/her guilt. At that point he/she was fired. VP Mike Pence's head secretary was one traitor identified/terminated in that manner.
