Just because the president gives the final approval doesn't mean it doesn't go through many levels of consideration.
They work for him but he also delegates a lot.

Things didn't start to move the second the order was signed. Someone could have brought it up seconds, minutes, hours maybe even days before the wheels were set in motion.
