I need a little help with either the symbol or function of this structure.

If this is not a type transmitter/receiver of some sort maybe an Ats’er could tell me what this is used for

I would also want to see if any major ley lines cross through Cape Town, and Signal Hill in particular. And I just found something. Quote from the web site. Sounds like an amazing place!
