A lot of these trucks don't move for months at a time. It's easier to take the crew to the truck than to drive it on and off the range all the time.

It does look like it's flapping its wings. This comparison video was posted on metabunk, a bird flapping its wings on the left, and the "UFO" in the center. The patterns of flapping look similar.

Here's a screenshot showing the sinusoidal flight path, but you have to watch the video to see the flapping wings. I'm not sure why a towed target would behave so much like a bird.

There are a handful of recent FLIR videos, including three released by the pentagon, and of course border patrol and DHS agents can use heat signatures to identify aircraft and bodies in low light conditions so FLIR has its advantages for them. But I disagree the "supposed UAP's are always on flir". Some are, but not all, for example the "pyramid" shaped UAP (which is just bokeh) is not FLIR.

I believe a south american government released footage like this from well over a decade ago and it again was in this flir style footage..
