Fortunately back in 1866 the US Congress took care of the reparations problem. 14th amendment and the emancipation clause. Bans all claims from slave owners and the slaves from making claims against the United States. Reparations are unconstitutional.

Well, 100% of the lawmakers who argued against and voted against the Civil Rights Act were Democrats, so repealing it wouldn't exactly be out of character for them.
