You are correct.

However, telling law enforcement officials that a crime took place is probable cause for them to go investigate. If the investigation uncovers evidence that supports that suspicion, that evidence can be used to build a case. That’s the stage we seem to be at now. Prosecutors would never bring a criminal case against Trump without there being corroborating evidence to support the testimony of people like Cohen.
