Show Wolf Your Papers: Governor Supports Biden Vaccine Passport
President Joseph R. Biden is rallying governors to implement a vaccine passport requirement for American citizens. When asked by the media this past week if he would go along with such an invasive policy, Gov. Tom Wolf said he does support it.
In case you don’t know, “vaccine passports” are a mobile device or printout that tells people whether or not you have had a COVID-19 vaccination or have recently tested negative for COVID-19. Essentially, as has happened in New York, this is the government paying to develop something that forces people to give over private health information in order to go out to eat, enter businesses, see a movie, etc.
American citizens should not be punished or hindered for the medical choices they choose to make with regard to vaccinations. Medical freedom and informed consent have always been basic principles of American health care. As a member of the Pennsylvania General Assembly, I am committed to protecting and preserving that right.
With regard to the federal congressional Democrats and the Biden administration pushing such a policy, I encourage you to make your feelings known to your congressman and both of our U.S. senators, Sen. Pat Toomey and Sen. Robert Casey. Together, we must stand strong and protect our medical freedom and personal liberty.

House Government Oversight Committee to Investigate Wolf Nursing Home Policies
With the Democrat-controlled New York State Legislature in Albany calling for Gov. Andrew Cuomo to resign for the nursing home deaths he caused with his reckless emergency power actions, I have been contacted by many constituents who believe Gov. Tom Wolf should face similar consequences.
Wolf’s policies mirror the COVID-19 emergency actions of Cuomo’s with the same devastating results – more than 12,700 Pennsylvanians died of COVID-19 in nursing homes over the last year, accounting for more than half of the Commonwealth’s virus-related deaths. The friends and families of those men and women deserve to know if or how the Wolf administration’s policy requiring nursing homes to admit COVID-19-positive patients to these facilities contributed to the fate of their loved ones.
House Majority Leader Kerry Benninghoff (R-Centre/Mifflin) this week formally referred an investigation of the Wolf administration’s handling of nursing homes during the COVID-19 pandemic to the House Government Oversight Committee.
A year after the pandemic began, data reported about deaths in Pennsylvania’s nursing homes remains incomplete and, in some cases, contradictory. Questions were also raised when Secretary of Health Rachel Levine removed her own mother from a nursing home and did not warn Pennsylvanians of the risks inside the Commonwealth’s facilities, which are overseen by the Department of Health.
Governor Refuses to Lift All Restrictions One Year Later
One year after Gov. Tom Wolf first issued COVID-19 mandates for businesses and other facilities and activities, he announced plans to lift only some of his targeted restrictions on restaurants and other businesses, as well as increase gathering limits.
The following changes take effect on Sunday, April 4:
• Restaurants may resume bar service.
• Alcohol service will be allowed without the purchase of food.
• The curfew for removing alcoholic drinks from tables will be lifted.
• Indoor dining capacity will be raised to 75% for those restaurants that are currently self-certified and those that undergo the self-certification process, which involves agreeing to strictly comply to all public health safety guidelines and orders, including the cleaning and mitigation protocols and other operational requirements.
• Those restaurants that do not self-certify may raise capacity to 50%.
• Occupancy capacity for other businesses also will be increased, including moving personal services facilities, gyms and entertainment facilities (casinos, theatres, malls) to 75%.
• Occupancy limits for indoor events will increase to 25% of maximum, regardless of venue size, and maximum occupancy limits for outdoor events to allow for 50% of maximum occupancy, regardless of venue size. Maximum occupancy is permitted only if attendees and workers are able to comply with the 6-foot physical distancing requirement.
Requirements such as mask-wearing and social distancing are unchanged.
However, as this week marked the one-year anniversary of his restrictions, we can look forward to the May 18 primary where Pennsylvanians will be the final judge on the extent of his emergency powers. No governor should be allowed to abuse their power during emergencies and no Legislature should be powerless to rein them in when harm comes to its constituents.

Don’t Be Fooled by Ballot Question Language
Republican leaders in the House and Senate are warning voters about the language used by the Wolf administration for two questions that will appear on the May 18 primary ballot relating to disaster emergency declarations in Pennsylvania.
The proposals simply ask voters if the state Constitution should be amended to limit a governor’s emergency declarations to 21 days unless extensions are approved by the General Assembly. In addition, they propose a second constitutional amendment that would allow a termination resolution to end an emergency declaration without approval from the governor. The proposals would reinstate the Constitutional balance of power and ensure every citizen’s voice is heard in government.
However, the Wolf administration inserted fearmongering political rhetoric into the questions which intentionally misleads voters on the true purposes of the proposals. We urge voters not to be deceived by the language they will see on the ballots but to instead reference the actual legislation, which you can see here.
