That is where folding space/time such as warp drive etc comes into play.

A great many sitings in the late1980s to the early 2000s were simply tests of UAVs by the USA and numerous other countries. Sometimes those UAVs captured on film were from other countries flying over US airspace.

If by alien it is meant not currently identifiable as of homo sapien origin then the weight of evidence, or even proof if considered to be that which is beyond reasonable doubt, is that they do exist and are making themselves known. Just to individuals or small groups as opposed to a Day the Earth Stood Still type scenario.
That is not something governments can control or disclose - no doubt there has been investigation but if that doesn't identify an imminent national threat or something that can be weaponised or monetised it wouldn't go much further.
