Trump’s Executive Order 13920 declared a national emergency with respect to the nation’s electric grid and prohibited the acquisition or installation of “any bulk-power electric equipment … designed, developed, manufactured, or supplied, by persons owned by, controlled by, or subject to the jurisdiction or direction of a foreign adversary.” In sum, Trump forbade the use of grid equipment that is made in China, Russia, or other hostile nations.
Trump’s order was a common-sense response to real, proven threats. Just last year, the Wall Street Journal reported that the United States seized a Chinese-built transformer because officials believe “its electronics had been secretly given malicious capabilities, possibly allowing a distant adversary to monitor or even disable it on command.” Cybersecurity expert Joseph Weiss reported that officials found “electronics that should not have been part of the transformer — hardware backdoors” that could allow the Chinese to “effectively gain control of the transformers without any network forensics being the wiser.”
Weiss also reminds us that China was first caught trying to hack into a U.S. grid in California as far back as 2001, and that “the Russians have been in our U.S. grids since 2014.”

Think about this: its a suggested motivation based on perceived grievances. There is nothing tangible on either end of this farcical nonsense.

There is no actual threat, nothing specific, nothing credible, but we need a national terrorism alert anyway.
Meanwhile, the peaceful protestors in Seattle and Portland are not a threat to anything or anyone so no problem there...

We ask the public to report suspicious activity and threats of violence, including online activity, to local law enforcement, FBI Field Offices, or their local Fusion Center.
In the quote above "suspicious activity" is defined as:

surveillance or prolonged interest in taking pics or video of personnel facilities etc
stealing or diverting uniforms badges etc
testing or probing IT security
interfering with operation of aircraft
impersonating authorized personnel or unauthorized access to restricted area
gaining skills or knowledge on a specific topic such as facility security, military tactics, or learning to fly
questioning personnel beyond mere curiosity about an event, facility, or operation
presenting false information
cyberattack
funding suspicious or criminal activity
sabotage or vandalism
acquisition and storage of unusual materials such as cell phones
collection or discovery of unusual amounts of weapons
actions which raise concerns to specific sectors such as power plants, etc

The first line in the alert bulletin is the basis for the terrorism alert.
Throughout 2020, Domestic Violent Extremists (DVEs) targeted individuals with opposing views engaged in First Amendment-protected, non-violent protest activity.
This is referring to patriotic rallies condemning the violent antifa and blm riots that happened all over the country, which are conveniently not mentioned in this domestic terrorism alert in any way, shape, or form.

I'm old enough to remember 4 years ago and the never-Trumpers, the resist Trump movement, and the Trump-is-not-my-president movement. None of this seemed to be terror list worthy then.

DVEs motivated by a range of issues, including anger over COVID-19 restrictions, the 2020 election results, and police use of force have plotted and on occasion carried out attacks against government facilities.
Long-standing racial and ethnic tension—including opposition to immigration—has driven DVE attacks, including a 2019 shooting in El Paso, Texas that killed 23 people.
DHS is concerned these same drivers to violence will remain through early 2021 and some DVEs may be emboldened by the January 6, 2021 breach of the U.S. Capitol Building in Washington, D.C. to target elected officials and government facilities.
DHS remains concerned that Homegrown Violent Extremists (HVEs) inspired by foreign terrorist groups, who committed three attacks targeting government officials in 2020, remain a threat.
Threats of violence against critical infrastructure, including the electric, telecommunications and healthcare sectors, increased in 2020 with violent extremists citing misinformation and conspiracy theories about COVID-19 for their actions.
DHS, as well as other Federal agencies and law enforcement partners will continue to take precautions to protect people and infrastructure across the United States.
DHS remains committed to preventing violence and threats meant to intimidate or coerce specific populations on the basis of their religion, race, ethnicity, identity or political views.
DHS encourages state, local, tribal, and territorial homeland security partners to continue prioritizing physical security measures, particularly around government facilities, to protect people and critical infrastructure.
