The system will act with the natural randomness of the population. The Data generates itself.
All the system needs is "what if" and a bunch of data to use. The population is the data, constantly uploading, downloading, calling, texting, messaging, emailing, sharing tweeting etc etc etfjfhdkjhsmekfjbhsmekjhbmqskljhn.
