This is not true at all. Presidents can make whatever appointments are within his power up until the next President is sworn in.

Literally, every President is "outgoing" from the first day in office.

You're getting hung up on semantics now. MysterioisStranger was clearly referring to the permanency of positions appointed by a Lame Duck president. You know, the period between the action and when the new POTUS takes office where they are referred to as a lame duck? Theres a reason thst phrase has been in use for a couple of centuries here.

Well, the VP just finished swearing in the new Senators.

I didn't see any handcuffs. BUT, why did he walk out at 43:20?

What I did notice is that the VP was brought in by a woman in black dress and black heals. At 43:15, she steps out into camera view and moves towards him, and then leads him out as the doors are opened up for them. I don't know what it means, if anything, but no one else is led out the same way as he was.
