It doesn't work that way.
That's what happens in the case of an emergency and both the President and the Vice President are unable to perform the duties of their office. Then the Speaker of the House assumes the role of President.
But if the VP resigns, then the Prez has the privilege of nominating a new VP, subject to the approval of the Senate.
2. Whenever there is a vacancy in the office of the Vice President, the President shall nominate a Vice President who shall take office upon confirmation by a majority vote of both Houses of Congress.
