I believe that's a royalty payment based on oil production. So it's actually funded by something other than tax payers.
Everyone loves the concept of UBI until the check comes and everyone starts looking around the table to see who's going to pay it. A better analogy may actually be, let's go out to eat and we'll figure out how to pay for it after the meal started.
