Yes he does, IF competing electors are sent from the states, so let's says two groups of electors are sent, one for Biden and one for Trump, he either doesn't count any from that state as both sets cancel each other out, or he just counts Trumps, his goal would be to get Biden under 270.

Tanstaafl is trying to tell you, quite rightly, that Pence, in your absurd scenario, would be the presiding officer of the Senate, not the arbiter of what is real and what isn't. If he did as you suggest (which is also absurd, because no State is going to send two slates of Electors, as that is ALSO illegal) he'd be acting illegally.

Further, as Tanstaafl stated, Pence's term as VP will end on January 20, 2021 at 12 PM.

You do realize this all takes place BEFORE his term as VP expires, I am not sure if this is an honest lack of knowledge, but I suggest you educate yourself now, it will be much less painful emotionally if it becomes reality in the future.

Law scholars and legal historians both generally agree on that point, but it is not a well known fact.

Subtract all of Bidens contested states and this goes to the one vote per state process as per the Constitution.

This is all laid out in the book "Ballot Battles: The History of Disputed Elections in the United States"

Democrats should be worried....a stolen election by fraud, can be taken right back legally thanks to the American Constitution.
