I'm not sure if just counting was the primary issue... We can assume most can get the count right, but were signatures verified and other ballot irregularities witness by both parties? If lets say 20 ,000 extra ballots were dumped into the system for Biden they would count correct too... If the recount matched the electronic numbers that would rule out at least the vote machines, and that would be a good thing.

With less than a 20,000 vote margin separating Trump and Biden, it won't be hard to "flip" Wisconsin to President Trump, considering the large number of illegal mailed-in ballots from Milwaukee and Madison.

Seems to me, as a Trump supporter- using my intuition on the matter, that they were able to do some extra cheating. But they learned a lesson, you’ve got to throw a couple of votes to the other Side too.
