The difference in votes implies that a group of voters voted republican for commissioner but democrat for president.
You can assume it was dems splitting their ballots but you can just as easily assume it was republicans splitting their ballots. It could also be voters that are undervoting.
The group is more than likely a mix of all 3 but that isn't what you are arguing. You are saying you don't understand the point, which seems like you are being deliberately obtuse because the point isn't that difficult to understand.
